Chapter 4 - NORTHSPAN

Northspan was not a myth.
That was part of the problem.
They really did control West Bridge.
They really had dry housing.
They really had filtered water.
They really had a clinic.
Megan had not invented.
The question was:
for whom?
The woman on the radio from Tower Nine identified herself the next morning.
Dr. Leila Morgan.
Former veterinarian.
Six survivors remained on the ninth floor of an office building.
Northspan had contacted them three weeks earlier.
Offer:
passage across West Bridge for batteries and two skilled workers.
Tower Nine agreed.
They delivered batteries.
Northspan then changed terms.
Needed:
mechanic.
medic.
water technician.
Tower Nine had only one mechanic.
His wife refused to leave without children.
Northspan took him anyway during a night transfer.
Then used the batteries to power bridge barricades.
The rest were told:
“Capacity changed.”
No passage.
Was the mechanic kidnapped?
Leila said yes.
Northspan claimed he volunteered.
No way to know yet.
But enough warning.
Caleb asked Leila:
“Did they use infected?”
“Yes.”
“How?”
“They release noise drones near camps that hesitate. Then offer escort.”
Manufactured crisis.
Same pattern as Megan.
Maybe she learned directly.
Megan admitted Gavin told her:
“People move when pressure becomes visible.”
He encouraged staged shortage.
Did he tell her to put Lily over roof?
No.
He said:
“Give Caleb a reason not to trust Anna.”
Megan created method.
Specific responsibility.
Northspan’s leader was not Gavin.
A woman named Commander Vera Kane.
Former National Guard logistics officer.
She ran West Bridge like a border crossing.
Rules posted:
ENTRY REQUIRES CONTRIBUTION.
DEPENDENTS COUNT.
SKILL PRIORITY.
NO FREE PASSAGE.
Harsh.
Not inherently criminal in collapse.
Resources finite.
Then the hidden practices.
Confiscated supplies.
Changed terms.
Restricted departure.
Forced labor.
Leila said Northspan allowed residents to leave only if they replaced their “contribution value.”
A mechanic had to find another mechanic.
A medic another medic.
Otherwise:
debt.
Civilization turned into balance sheet.
Caleb contacted Vera by radio.
Not Gavin.
“Rooftop Twelve.”
She answered after an hour.
“We speak.”
“Your quartermaster took food from us.”
“Trade.”
“Unauthorized by camp.”
“Your representative authorized.”
“Megan represented herself.”
Pause.
“Then resolve internally.”
“You promised four spaces.”
“I promised evaluation.”
Megan stared.
Not even guaranteed.
Caleb looked at her.
Vera continued:
“Your engineer, medical, solar technician, dependent. Useful package.”
Package.
Caleb’s anger sharpened.
“People are not cargo.”
Vera:
“Infected do not care about your philosophy.”
Caleb:
“Neither do ledgers when people die for them.”
Vera cut channel.
Northspan was not about to attack immediately.
Why?
They already had bridge.
supplies.
other targets.
But Megan had given them maps.
Caleb’s flood-control maps showed a maintenance tunnel beneath the western floodwall.
If opened, Northspan could bypass several surface barricades.
It also led within two blocks of Rooftop Twelve’s building.
Danger.
They had to move or block.
Jonas inspected map.
“We can flood the tunnel intentionally.”
Caleb hated.
The tunnel might be useful to other survivors.
Alternative:
collapse one access shaft.
Reversible? No.
Could change locks? Tunnel has gate.
They could weld gate shut and post warning.
Better.
They spent two days.
Northspan scouts appeared once at distance.
Mason’s camera caught them.
No shots.
Information.
The camp contacted Tower Nine and another roof settlement called Mercy Hotel.
Three groups began sharing radio warnings.
Not alliance yet.
Leila had maps too.
Together they discovered Northspan’s bridge was not the only dry route.
A maintenance catwalk along elevated metro tracks could reach western district.
Broken in two places.
Repairable with ladders and cable.
No toll.
Dangerous.
But possible.
Northspan’s monopoly was partly information monopoly.
They told survivors:
only bridge.
False.
Caleb realized why his maps mattered.
Not just secret tunnel.
Routes.
Knowledge.
If they published safe-path notes over radio, Northspan’s leverage weakened.
They did.
Not exact camp locations.
General navigation:
METRO LINE 3 ELEVATED BETWEEN CENTRAL AND WEST.
GAP AT STATION 14 — NEED 6M LADDER.
INFECTED DENSE BELOW.
WEST ACCESS NOT CONTROLLED BY NORTHSPAN.
Vera responded:
“False route. Fatal.”
Leila replied:
“We crossed scout team.”
Truth.
Northspan began jamming.
Power hungry.
Could not jam constantly.
Survivor network adapted frequencies.
Mason loved.
Caleb worried teenagers turning into intelligence officers.
Mara:
“They are already survivors. Give them rules.”
Rules:
No doxxing camp locations.
No names without consent.
Confidence ratings.
Separate observation from rumor.
Example:
WHITE-STRIPE SCOUT SEEN AT 18:20 — CAMERA CONFIRMED.
Not:
Northspan preparing attack.
This information discipline became community defense.
Megan listened from confinement.
She said one evening:
“If I had known there was another route…”
Anna looked at her.
“You did not know because you stopped asking when you found an answer you wanted.”
Megan lowered eyes.
That was the problem.
She had not lacked intelligence.
She had closed inquiry.
Northspan was real.
Its clinic real.
walls real.
water real.
The safety story was incomplete.
A strong wall can surround a coercive system.
The infected below were obvious.
Human danger wore rules.
