Chapter 6 - MEGAN’S HEARING

The regional review happened forty-one days after the incident.
Two visitors crossed the metro route.
Leila from Tower Nine.
Father Tomas from Mercy Hotel, a former public defender before the outbreak.
He hated being called Father.
“It was my first name.”
People kept assuming priest.
The hearing took place under a tarp beside the solar batteries.
Megan sat without restraints.
No weapons nearby.
Mason’s video had been copied to three drives.
One stored offsite at Tower Nine.
Not because they expected hacking.
Because fire.
Evidence redundancy.
Tomas established rules.
Megan speaks.
Anna speaks.
Caleb does not chair.
Mara chairs.
Questions separated from speeches.
Civilization in folding chairs.
Megan admitted the facts.
She contacted Northspan.
She stole supplies.
She lowered them.
She copied Caleb’s maps.
She created a four-person escape plan.
She pushed Lily’s basket over the roof edge while tethered.
She expected Anna to rescue.
She accused Anna.
Why?
Megan said:
“I believed the camp was dying and Caleb would not move while Anna kept arguing everyone had to stay together.”
Anna interrupted:
“I never said stay forever.”
Mara:
“Let her finish.”
Megan nodded.
“I turned Anna into the obstacle because she had influence with Caleb.”
Caleb looked away.
“Why Lily?” Tomas asked.
“Because Caleb would move for Lily.”
“Why not tell him Northspan wanted only four?”
“He would refuse.”
“Then you knew his consent depended on missing information.”
“Yes.”
“Did you believe Lily could fall?”
Megan’s voice broke.
“I clipped the tether.”
“That was not the question.”
“Yes.”
“Did you believe infected could reach her?”
“Not before Anna pulled her up.”
“Did you know for certain?”
“No.”
“Was Anna part of your safety plan?”
“Yes.”
“Did she consent?”
“No.”
Silence.
Then food.
“You took formula?”
Megan shook head quickly.
“No. Never formula.”
Mara checked.
True.
She stole adult food, antibiotics, chlorine tablets, batteries.
Not baby formula.
Why did Anna think formula shrinking?
Megan had reduced scheduled formula portions in digital ledger to stretch supply, but had not physically stolen.
This still mattered.
She changed Lily’s nutrition plan without Caleb/Tessa approval.
Tessa angry.
“You are not pediatrician.”
“I thought we needed to stretch.”
“Then ask.”
Again.
Megan had internalized:
ask = delay.
Decision = survival.
Tomas asked about Northspan rumors.
“Did you know they held people?”
“I had heard they required work commitments.”
“Did you know people could not leave?”
“No.”
“Did you ask?”
“No.”
“Why?”
Megan looked at Anna.
Then said:
“Because I was afraid the answer would take away the only plan I had.”
That became central.
Not ignorance.
Avoidance.
After testimony Anna spoke.
She did not ask for exile.
She asked for three things:
1. Megan never supervise Lily without Lily’s adult choice someday.
2. Megan never hold sole supply authority again.
3. Camp publicly correct the accusation.
Why public correction?
“Because everyone heard her call me a baby killer.”
The roof had whispered.
Even after video, rumors.
They issued written and radio statement to allied camps:
ANNA DID NOT ENDANGER LILY.
VIDEO SHOWS ANNA INTERVENED AFTER MEGAN PLACED THE BASKET OVER THE SOUTH EDGE.
No more detail than needed.
Megan agreed.
Caleb spoke last.
“I failed to make it easy for Anna to come to me.”
Mara:
“This is Megan’s hearing.”
He nodded.
“Then I will say only what she did to me: she used my trust as part of her plan.”
Megan cried.
No one comforted.
The review outcome:
Original restrictions remained another ninety days.
After that, Megan could join general work teams.
No ration, radio, child, or leadership authority for at least one year.
Any contact with Lily required Caleb and Anna? Anna should not have control long-term; Caleb as parent and later Lily. For now Caleb and child-safety committee.
No private Northspan communication.
External review before any leadership return.
Would she stay?
Yes.
For now.
Some survivors hated.
Omar said:
“If old law existed, she’d be in prison.”
Tomas answered:
“If old law existed, prison would include appeals, standards, separation from victim, trained staff. We have a broom closet.”
Point.
They could not imitate punishment without capacity.
Megan worked.
Laundry.
latrine maintenance.
roof patching.
She was still a nurse? Here Megan maybe ration manager, not medical. Good.
Months later she became useful with logistics under supervision.
But no sole keys.
She learned to ask.
Sometimes irritatingly.
“Can I move two cans?”
Mara:
“Yes, Megan.”
“Document?”
“Please stop.”
Humor returned slowly.
Anna did not forgive.
She stopped fearing.
Different.
Caleb eventually ended marriage formally? No courts. They separated socially.
They had wedding ring.
Megan moved sleeping area.
They considered relationship over.
Years later when civil registries returned, they filed dissolution.
No melodrama.
Megan did not get family back by behaving.
She gained a life elsewhere.
At some point she left Rooftop Twelve and joined Tower Nine’s agricultural team after review.
Not exile.
Fresh start with disclosed history.
She sent Lily one letter when Lily turned eighteen.
No annual pressure.
One.
“I called control survival because I was afraid.”
Then:
“I used Anna’s courage as part of my calculation.”
Lily read.
No reply.
Enough.
