Chapter 7 - THE STORM

The storm arrived two months later.

Not infected.

Not Northspan.

Weather.

A stalled tropical system pushed rain over the city for thirty-six hours.

Floodwater rose six feet.

The rooftop building shook under wind.

One solar frame tore loose.

The south parapet lost another section.

The camp had prepared.

Because Caleb listened when Anna and Jonas said:

move batteries inward.

Because Mara insisted dry food be split across three rooms.

Because Mason’s camera mast had a quick-release.

Because Megan, under supervision, had counted tarps correctly.

Systems.

Still, the storm nearly killed them.

At midnight the lower stairwell door buckled under water pressure.

Not infected.

Water.

Jonas shouted:

“Seal level ten!”

They closed fire door.

Water climbed.

The parking structure’s lower columns groaned.

Caleb remembered engineering report from before outbreak:

designed for vehicles, not prolonged flood currents.

Could fail.

This time council had minutes.

Not days.

Evacuate roof?

Where?

Metro catwalk to Tower Nine.

In hurricane wind.

Danger.

Stay?

Possible collapse.

Jonas inspected cracks.

“Movement.”

How much?

“I don’t know.”

No certainty.

Caleb felt the old temptation:

decide alone.

He looked at Mara.

“Emergency authority?”

Camp had created after hearing.

Structural lead Jonas could order evacuation if collapse indicators met.

Jonas said:

“Evacuate.”

No vote.

Everyone moved.

That was not dictatorship.

Defined authority.

They clipped safety lines along rooftop cable.

Children first.

Lily, now eleven months, in rescue harness.

Caleb looked at floating basket.

No.

He could not.

Anna saw.

“We use harness.”

Practical.

Megan was on general work now but no Lily access.

She carried food crates instead.

No argument.

The crossing to metro line took two hours.

Wind.

Rain.

Infected below mostly swept or hidden.

At gap, ladder lashed.

Mason camera off.

No one needed recording.

He used both hands.

Mr. Holt froze halfway.

Megan crossed back to help him.

People watched.

Not redemption.

Useful action.

She clipped his line and talked him across.

At Tower Nine, Leila’s group received them.

Rooftop Twelve did not collapse that night.

But one corner stairwell did two days later.

Jonas’s call was justified.

Could they have stayed?

Maybe.

Not know.

Safety decisions under uncertainty are allowed.

Difference from Megan’s old plan:

authority defined,

information shared,

everyone evacuated,

no staged danger,

no secret selection.

Caleb told her later:

“This is what emergency decision looks like.”

She said:

“I know.”

No defense.

The storm ended Rooftop Twelve as permanent home.

They could return for supplies but not sleep.

Twenty-three people became part of Tower Nine and Mercy Hotel network.

Crowded.

Conflict.

Food pressure.

But larger system.

Northspan suffered too.

West Bridge lost one span.

Vera requested shared metro access.

Leila laughed.

Then said:

“Under same rules as everyone.”

No revenge blockade.

Northspan survivors began crossing.

Some stayed with Vera.

Some left.

The coercive system weakened when monopoly broke.

Gavin Rusk disappeared during storm.

No final duel.

Rumor drowned.

Maybe fled.

Uncertain.

Vera herself changed policy after people threatened mutiny.

Departure allowed.

Contribution terms published.

No confiscation after entry.

Could she become trustworthy?

Maybe.

Allied council monitored.

Northspan eventually joined route network under conditions.

Again:

not every enemy permanently outside.

Caleb disliked.

Anna:

“Rules are more useful if they apply to people you hate.”

True.

Months passed.

Lily took first steps in Tower Nine hallway.

Anna cried.

Caleb cried.

Megan heard from another room.

She did not come.

Respect.

At one year anniversary of South Edge Incident, nobody commemorated.

Mason wanted to delete local video copy.

Evidence archived externally.

Caleb agreed.

One copy at regional council.

No family copy.

Mason formatted card.

Then used camera to watch tomato thieves in greenhouse.

The thief was a rat.

Finally, the original purpose became ordinary again.

The storm proved that decisive emergency action can be legitimate when authority is defined in advance and applies to everyone rather than only the people one person chooses.
