Chapter 5 - THE WATER LINE

The rooftop’s most urgent problem turned out not to be Northspan.

It was water.

Three days after the Lily incident, the main rain-cistern filter failed.

Not sabotage.

Age.

A ceramic housing cracked.

Dirty water bypassed.

Mara spotted cloudiness before anyone drank.

They had:

one backup filter.

four days stored potable water.

twenty-three people.

Rain predicted in six days.

Caleb checked parts.

Need:

two-inch gasket.

filter housing.

chlorine tablets.

The tablets Megan had traded away.

Anger became practical.

Northspan had some.

So did the drowned hospital.

Hospital route:

infected.

Caleb considered trading with Northspan.

Anna stared.

“You’re serious?”

“If Lily needs water, yes.”

“Then trade.”

No ideological purity.

But not maps.

not people.

They radioed Vera.

“Need chlorine tablets.”

“Price?”

“Food.”

“No.”

“Batteries?”

“No.”

“What?”

“Engineer consultation. Two hours.”

Caleb understood.

Northspan had a pump problem.

They wanted him physically.

Would he return?

Maybe.

Mara:

“No.”

Caleb:

“We need water.”

Tessa:

“We also need you.”

Jonas proposed hospital run.

Risk.

Mason said camera archive showed a maintenance drone? No. Keep low-tech.

Leila from Tower Nine transmitted:

“We have tablets. Need insulin.”

They had no diabetic? Maybe spare from abandoned clinic.

Tessa said they could spare small antibiotics but not insulin. Better they have extra wound dressings.

Trade:

Rooftop Twelve gives rice + one solar charge regulator (small spare), Tower Nine gives tablets.

Could meet on metro catwalk halfway.

This becomes proof alternatives matter.

Caleb, Anna, Mason, Jonas go.

Megan asks to help because knows Northspan scouts.

Denied? Could provide info.

She says Gavin watches Station 11 from bank tower 4-6pm.

They schedule morning.

No restored trust.

Use information.

They cross improvised plank.

Flood streets below full infected.

Mason wears homemade camera.

Anna jokes:

“Again?”

“Only route.”

Purpose.

At Station 13, they meet Leila and one survivor, Theo.

No drama.

Trade.

Then gunfire from far roof.

Northspan scout.

Not aimed at them?

Warning.

A bullet hits railing.

They scatter.

Caleb sees white stripe.

Vera enforcing monopoly.

Another shot.

Jonas yells:

“Move!”

The catwalk gap ahead has ladder.

Anna crosses first.

Mason second.

Caleb carries tablets.

A section of old maintenance grating breaks under Jonas.

He falls waist-deep through, catches arms.

Infected below hear.

They gather.

Caleb grabs.

Anna returns.

Together pull.

No one becomes hero alone.

They reach Tower Nine side.

Northspan scout stops firing because angle blocked.

Leila says:

“That was warning.”

Caleb:

“It could kill.”

“Northspan calls that controlled.”

Same language.

They return by alternate route.

Water restored.

No Northspan trade.

The tablets Megan gave away would have prevented risk.

Her choices had consequences beyond theft.

At camp hearing review, Caleb added:

“Her sentence should include no supply authority until community vote ever restores.”

Some asked:

why not exile?

Again.

Megan’s actions:

endangered Lily.

stole supplies.

compromised maps.

colluded.

Could merit exile.

But exile during flood/infected likely death.

They needed justice without pretending old institutions.

Council decided:

Megan remained confined but allowed supervised work.

Review after thirty days.

She had appeal to neighboring camp council once network formed.

Why bother?

Because power must have somewhere to go besides Caleb.

Anna supported external review.

Not mercy for Megan only.

Protection from Caleb too.

Tower Nine and Mercy Hotel agreed to send one representative each monthly.

A tiny regional council.

The apocalypse did not magically make people wiser.

It made unchecked power easier.

They built checks because fear made shortcuts seductive.

Megan’s first review:

sentence upheld.

Second:

movement expanded.

No ration access.

No child access.

She began helping Tessa wash linens and inventory under supervision.

She did not like.

Good.

One afternoon Lily cried in room nearby.

Megan froze.

She asked:

“Can I see her?”

Anna said:

“No.”

Megan nodded.

No argument.

That was the first sign of change anyone trusted.

Not apology.

Respecting no.

Caleb struggled.

He loved Megan.

Or had.

The woman before.

Could both exist?

Dr. Reed not available. Use Mara.

Mara said:

“You can grieve a person who is still alive.”

He did.

He also had to parent.

No time for dramatic heartbreak.

Bottle.

diaper.

water filter.

Ordinary care saved him from making guilt the center.

Lily did not need his perfect emotional understanding.

She needed clean water.

That became a theme.

After catastrophe, the most ethical act was often maintenance.
